Navy bundles amphibious ship and oiler acquisitions

FEBRUARY 24, 2015 — The Navy is bundling its buy of of fleet oilers, the LHA-8 amphibious assault ship and the design of the new LX(R) amphibious ship and limiting competition to Ingalls and NASSCO.

According to a presolicitation notice published earlier this month, the Navy’s Naval Sea Systems Command (NAVSEA) intends to issue a limited competition solicitation to Huntington Ingalls Inc.’s Ingalls Shipbuilding and General Dynamics NASSCO for the detail design and construction of Amphibious Assault Ship (LHA) 8, detail design and construction of T-AO(X) Fleet Oiler Replacement Ships 1-6, LX(R) Contract Design (CD) support, and associated supplies and services.

The associated supplies and services consist of: onboard spares and repair parts; major shore based spares; engineering and industrial services; special studies; emergent material and services; technical manuals; Coordinated Shipboard Allowance List (COSAL) material; and crew familiarization.

The competitive solicitation will be limited to Ingalls Shipbuilding and NASSCO. According to the presolicitation, “Ingalls Shipbuilding and NASSCO are the only two sources with the current capability to build both LHA 8 and T-AO(X) 1-6 and the requisite knowledge of Amphibious/Auxiliary ship design, construction, and systems to efficiently and effectively construct the large deck amphibious and auxiliary ships within the required construction period and perform the associated services.
