Each FRC is named for an enlisted Coast Guard hero who distinguished him or herself in the line of duty. This vessel is named after Coast Guard Hero Winslow Griesser.
Winslow W. Griesser, Keeper of the Buffalo Life-Saving Station in New York, was awarded the Gold Lifesaving Medal on February 23, 1901 for his heroic actions during a dramatic rescue on November 21, 1900.
“We are very pleased to announce the delivery of the latest FRC built by Bollinger Shipyards, the Winslow Griesser, to the 7th Coast Guard District in Puerto Rico,” said Bollinger President & CEO, Ben Bordelon. “We are looking forward to honoring and celebrating the heroic acts of Winslow Griesser at the vessel’s commissioning.”
To build the Coast Guard’s Sentinel-class FRC program, Bollinger Shipyards uses a proven, in-service parent craft design based on the Damen Stan Patrol Boat 4708. It has a flank speed of 28 knots, state of the art command, control, communications and computer technology, and a stern launch system for the vessel’s 26 foot cutter boat. The FRC has been described as an operational “game changer,” by senior Coast Guard officials.
“Brent has been a key contributor to Bollinger’s success in leading our proposal and estimating efforts on the major governments programs the company has pursued over the years,” said President and CEO Ben Bordelon.
“His leadership and management skills will assist in guiding the continuous success of our engineering department.”Mr. Blackburn has over 16 years of experience in the U.S. shipbuilding and maritime industry. He joined Bollinger in 2004 working in various key engineering, estimating, and proposal roles mainly focusing on the company’s government programs.
Mr. Blackburn’s career began as a Project Engineer in Bollinger’s engineering group and he has risen steadily through the engineering and technical design departments. In 2014, he was promoted to Technical Manager, a position that solidified and proved his abilities, skills, and overall knowledge in managing projects and priorities.
“I am pleased to announce the addition of Joe Mayhall to the Bollinger family of employees,” said President and CEO Ben Bordelon. “In his new role of Vice President, Commercial Business Development, Joe will have commercial sales and marketing responsibilities for Bollinger as well as Tampa Ship. Joe brings to the table 23 years as a solid contributor in shipyard sales and marketing. His knowledge and understanding of the industry will open new doors and new markets for Bollinger as well as expand on our existing new construction and repair efforts. Joe is a strong addition to our team and I am excited to see his impact on our business.”
Mr. Mayhall is a veteran of new construction and ship repair sales and has worked in increasingly responsible positions, overseeing blue water ship repair and new construction sales in the oilfield and passenger vessel markets as well as coordinating advertising and marketing.
The delivery of the 154 ft patrol craft came just four days after the commissioning of the 14th FRC, Heriberto Hernandez, in a ceremony in San Juan, Puerto Rico.
The FRC is designed to patrol coastal zones and conduct missions such as drug and migrant interdiction; ports, waterways and coastal security; fishery patrols; search and rescue; and national defense. The 154-foot FRCs have a flank speed of 28 knots, a range of 2,950 nautical miles and feature stern cutter boat launch; advanced command, control, communication, computers, intelligence, surveillance and reconnaissance equipment; and improved seakeeping and habitability. They are replacing the service’s 110-foot patrol boats, which entered service in the 1980s.

Each FRC is named for an enlisted Coast Guard hero who distinguished him or herself in the line of duty. The fifteenth vessel is named after Coast Guard Hero Joseph Napier.
Joseph Napier, Keeper of St. Joseph Life-Saving Station 6, showed his true heroism and courage as he risked his life and led his crew into gale-force winds to rescue the men of the wrecked schooner, the D.G. Williams in October 1877. Napier demonstrated his courage during multiple rescues as a career lifesaver of the Great Lakes.
“We are very pleased to announce the delivery of the latest FRC built by Bollinger Shipyards, the Joseph Napier, to the 7th Coast Guard District in Puerto Rico. We are looking forward to honoring and celebrating the heroic acts of Joseph Napier at the vessel’s commissioning,” said Bollinger’s President & CEO, Ben Bordelon
