New York Governor vetoes proposed LNG port

 

The project, which had been proposed by Liberty Natural Gas, LLC, required approval from both Governor Cuomo and New Jersey Governor Christie under the federal Deepwater Port Act.

Governor Cuomo detailed his full position in a letter to the U.S. Maritime Administration.

“My administration carefully reviewed this project from all angles, and we have determined that the security and economic risks far outweigh any potential benefits,” said Governor Cuomo. “Superstorm Sandy taught us how quickly things can go from bad to worse when major infrastructure fails – and the potential for disaster with this project during extreme weather or amid other security risks is simply unacceptable. Port Ambrose would also hinder the local maritime economy in a way that negatively impacts businesses throughout Long Island, and that is simply unacceptable. This is a common-sense decision, because vetoing this project is in the best interests of New Yorkers.”

The Deepwater Port Act requires approval from the governor of each adjacent coastal state before a deepwater port license is issued. For the Port Ambrose project, both New York and New Jersey are adjacent coastal states.

Governor Cuomo’s review found that the project posed inherent and unanswered security risks to the region. The potential for catastrophic impacts during extreme weather events was also found to be unacceptable. Additionally, the project posed significant disruptions to commercial and recreational maritime activities, and would also have interfered with a critical off-shore wind power project proposed by the New York Power Authority.

Crowley tanker first to get ABS LNG-Ready approval

The LNG-Ready Level 1 approval was issued, along with an approval in principle, for the recently delivered Ohio, the first vessel in a series built by Aker Philadelphia Shipyard and operated by Crowley Maritime Corporation.

By achieving compliance with the ABS Guide for LNG Fuel Ready Vessels, Crowley has the option to convert the product tankers in the series to LNG fueled propulsion at a later date having already been granted a conceptual review.

“ABS has played a fundamental role in supporting the ambitions of the maritime industry as it moves to embrace the opportunity of LNG as fuel,” says ABS Chairman, President and CEO Christopher J. Wiernicki. “This milestone builds upon our work to provide owners with the guidance and support they need to move ahead with shipbuilding projects that allow them the flexibility to respond to changes over the lifetime of their vessels.”

ABS published the Guide for LNG Fuel Ready Vessels in 2014. The LNG-Ready endorsements allow shipowners and yards the flexibility to limit their initial investment while planning for the future conversion to dual fuel or gas-powered combustion engines. A well-thought-out plan can prepare shipowners to face ever-increasing stricter environmental regulations as well as help save time and money by considering basic gas-fueled ship requirements during the preliminary design and minimizing the potential changes during the future conversion.

New LNG containment system makes progress

  The joint venture group comprises Braemar Engineering, Honghua Group EnTX and Jamestown Marine Metals.

The FSP system – a new flat-panel, semi-membrane, prismatic-shaped LNG tank-containment system Type B – uses new flat plate technology to overcome the issues associated with partial filling and sloshing. The system employs  the ‘riction stir welding technique, used in the aerospace industry, for optimum integral strength. 

FSP can be used in a wide range of applications: Floating Production and Storage (FPSO); Floating Storage Regasification Units (FSRU), LNG transportation and LNG marine fuel tanks. It can also be used as offshore storage. 

The new Type B containment system has been designed to be constructed, outfitted, insulated and tested off hull and lifted complete onto the platform. The use of on shore construction facilities ensures the highest standards of quality care and repeatability.

In a joint statement, Chairman Zhang Mi, Chairman and President of Honghua Group, and Geoff Green, Managing Director of Braemar Engineering, said that “substantial progress has been made to date, and this is expected to continue going forward”. 

They added that GDA and Tank Specific Approval are moving forward in parallel, and that approval, construction and test-completion of an initial tank is projected for March 2016.

Are you ready for a TOWBoT?

 

Drone technology is also finding applications in the maritime industry for the same reasons.

“We see opportunities to use robotics to reduce the danger to crews posed by riskier tug operations, and to reduce costs in some cases,” says Mike Fitzpatrick, President & CEO of Vancouver-based naval architectural firm Robert Allan Ltd. “Control and digital communication technologies developed for drones used in other sectors have reached the point where its transfer to our industry is completely feasible, and is perhaps overdue. These technologies have been used in smaller autonomous surface vessels (ASVs), autonomous mine trucks, autonomous underwater vehicles (AUVs) and aerial drones for years.”

Robert Allan Ltd. (RAL) has just unveiled an autonomous tug concept called the RAmora. The first in the company’s TOWBoT (Tele-Operated Workboat or Tug) series, the RAmora 2400 is a versatile towing platform designed primarily for ship assist and berthing operations. With a bollard pull of 55 tonnes, the RAmora 2400 features a hybrid propulsion system and ample battery storage capacity to enable extended operation even in potentially hazardous environments such as LNG terminals or fire-fighting situations.

The RAmora is operated remotely by a captain on a command tug using a console equipped with live video and other positioning information.  “It is also possible,” explains Fitzpatrick, “for the RAmora captain to operate RAmora away from the console by a bellypack controller when in close visual range.”

The control system design was developed in partnership with International Submarine Engineering of Port Coquitlam, Canada, and is derived from proven remotely operated vehicle, autonomous underwater vehicle and surface vessel applications.

 

RAmora is fitted with Voith Schneider Propeller (VSP) drives arranged in a fore/aft configuration and its hull form, designed for high stability and good seakeeping performance in waves, is the product of extensive development work including CFD and towing tank testing. Yet, being a TOWBoT with no need for a conventional wheelhouse, crew accommodations, domestic systems or lifesaving equipment, RAmora is simpler and more compact than any conventional tug of comparable performance.

 

Other features incorporated into the RAmora include off-ship fire-fighting (fi-fi) capability classed to “Fi-Fi 1”, two 1,200 m³/hr fire monitors supplied by electrically-driven fire-fighting pumps, a crane boom that can be optionally fitted with a smaller 600 m³/hr fire monitor and camera.

RAmora can be used for ship handling operations that can put crew at risk, for operations at terminals where ship handling may be required in emergency  situations in hazardous environments, or as a fire fighting asset that can work in close proximity to a toxic fire, or in a restricted space, for extended periods with no risk to crews.

But don’t expect the RAmora to appear in the market overnight. “While the core control and communication technologies are mature,” cautions Fitzpatrick, “there is a lot of work to be done to get to the point where industry, class and regulatory authorities are completely satisfied that safety and reliability meet or exceed what is presently achieved with conventional tugs for the type of ship handling operations that RAmora is intended for. That process could take several years, and we need to be realistic about that. On the other hand, building a prototype RAmora could be done in as little as one to two years since there are no major technological obstacles. We see it as more of an exercise in integrating existing technologies. In many respects, without the normal outfitting required for a crewed tug, RAmora is simpler to build and has considerably fewer systems.”

Coast Guard to review WSF LNG terminal proposal

The U.S. Coast Guard recently issued a notice in the Federal Register that it would review a proposal by Washington State Ferries (WSF) to modify its marine terminal operations to handle Liquefied Natural Gas (LNG). The LNG would be used to fuel its six Issaquah Class ferries. Last year on June 27, the Coast Guard Sector Puget Sound had received a Letter of Intent (LOI) and a Waterway Suitability Assessment (WSA) from Washington State Ferries to modify their marine terminals to handle LNG.

In accordance with regulation and policy guidance, the Captain of the Port (COTP), Coast Guard Puget Sound Sector, in cooperation with key stakeholders, will review and validate the information in the WSA. Once the COTP reviews the WSA, he will issue a Letter of Recommendation to the Washington Department of Transportation recommending the suitability of the Puget Sound waterways that will be used for LNG marine traffic as it relates to safety and security. Public comments received last November regarding WSF’s proposal will be considered in the development of the COTP’s Letter of Recommendation. Some of the comments received expressed concern about the exposed location of the LNG tanks on the top deck of the converted ferries and how they could potentially pose a security threat. Other comments thought that LNG poses a pollution threat to the environment. The Coast Guard will examine WSF’s Emergency and Operations Manuals covering the LNG transfer system and transfer procedures.

Proposed conversion
Once WSF receives the Letter of Recommendation from the Coast Guard, it will be able to move forward with the retrofit of the first Issaquah Class ferry, which will serve as a proof of concept for the remaining vessels in the class. The diesel-powered ferries carry about 1,200 passengers and 124 vehicles.The state’s ferries, says WSF, are the largest single source of marine carbon emissions in the state. It expects to cut CO2, particulate matter, SOx, and NOx emissions significantly with the use of LNG s a marine fuel. The WSDOT also expects to reap some cost savings, although the picture is not as compelling as it was last year when oil was at $100 per barrel.

During testimony this past January before a State Senate Energy, Environment and Telecommunication Subcommittee, Lynne Griffith, Assistant Secretary of Transportation, Ferries Division, said there would be a $1 per gallon savings when burning LNG as compared with burning Ultra Low Sulfur Diesel. WSF burns about 18 million gallons of fuel annually. The cost of fuel now represents about 23 percent of the Fiscal Year 2013-2015 operating budget as compared with 11 percent in Fiscal Year 2000-2001. Any ferries that would burn LNG would have to be refueled by tanker truck every seven to 10 days.

Rotterdam could get LNG Hybrid Barge

A floating energy plant, the LNG Hybrid Barge is designed to provide ships in port with clean power—an alternative to providing ship’s power by plugging into the city grid or producing electricity via generator sets or main engines. During winter season the LNG Hybrid Barge will be able to deliver heat to factories or to the central city heating system in addition to electricity.

BMS is the owner of the LNG Hybrid Barge and provides services to charter out the barge.  BMS Managing Director Dirk Lehmann, says, “The LNG Hybrid Barge is the first flexible solution supplying clean LNG energy to cruise ships during summer season and providing the flexibility of generating electric energy and heat into a public grid system or industrial users during winter season. We see this advanced flexible solution as an opportunity for Rotterdam and other international ports.”

Primarily the LNG Hybrid Barge will support cruise ships moored in Rotterdam, traditionally key clients of KOTUG. KOTUG will move the LNG Hybrid Barge and will provide commercial, technical and operational management of the LNG Hybrid Barge.

We will follow these developments closely as we do believe that the delivery of electricity through LNG is possible for (cruise) ships, factories and cities, while not having to invest heavily in additional electricity infrastructure.”

Singapore takes another step toward LNG bunkering

This week the MPA took another step toward the planned early 2017 launch of the LNG Bunkering Pilot Program (LBPP) which is aimed at developing Singapore as a key LNG bunkering hub in Asia.

The Port of Singapore is inviting interested companies to tap into Singapore $12 million available from the MPA’s Maritime Innovation & Technology Fund for the building of LNG-fueled vessels. The MPA will provide up to Singapore $2 million (about US$ 1.4 million) per vessel, capped at two successful funding applications per company.

Companies must be incorporated in Singapore, and the funded vessels must be flagged under the Singapore Registry or licensed for activity in Port of Singapore for a period of at least five years.

MPA has been collaborating closely with partner agencies, industry stakeholders and technical experts, to develop LNG bunkering standards, procedures and infrastructures.  On July 28 it announced its Request for Proposal (RFP) for interested parties to apply for an LNG bunker supplier license allowing the them to supply LNG bunkers to vessels in the Port of Singapore.
