BOW LOADING PASSENGER ONLY FERRY VESSEL DESIGN BUILD

NOTICE IS HEREBY GIVEN that sealed proposals will be physically received by Kitsap Transit NO LATER THAN 2:00 P.M. on August 4, 2017, at Kitsap Transit, 60 Washington Ave., Ste. 200, Bremerton, WA for the following project:

BOW LOADING PASSENGER-ONLY FERRY VESSEL DESIGN BUILD, PROJECT NO. # KT 17-559

This Request for Proposal (RFP) is for the design and construction of three (3) bow loading passenger only ferries. The Work consists of furnishing all design services, materials, labor, tools, plants, supplies, equipment, transportation and superintendence necessary for the construction of three (3) USCG 46 CFR Subchapter K Passenger Only Ferries as defined by drawings, specifications and reference materials.

The selection of the design/build Contractor will be made using a two-step sealed process. The first step in this process (STEP 1) will consist of evaluating the Offeror’s Technical Proposal. All Offerors within the competitive range will be asked to submit Step 2. The second step in the process (STEP 2) will require Offerors to submit a Complete Technical and Price Proposal. Kitsap Transit will award the Contract to the Offeror that provides the agency with the “best value”.
This vessel construction project may be funded in part with Federal Transit Administration (FTA) and Federal Highway Administration (FHWA) funds; therefore, the rules and regulations of both shall apply to this Contract and any subcontracts resulting from this solicitation.

A non-mandatory Pre-Proposal Meeting is scheduled for 10:00 AM on July 20, 2017 at Kitsap Transit’s Harborside Building, 60 Washington Ave Suite 200, Bremerton, WA 98337.
