MAY 19, 2015 — Something did not happen at last weeks meeting of IMO’s  Marine Environment Protection Committee (MEPC). No last minute signatory appeared to trigger the entry into force requirement of  the IMO Ballast Water Management Convention. It has now been signed by governments accounting for 32.86% of the world’s merchant fleet tonnage — still a tad short of the required 35 percent.

That gives MEPC time, in IMO speak, to “further its work” on the convention. Many shipowners believe that there is much work that needs that furthering.

The MEPC adopted the environmental requirements of the Polar Code and associated MARPOL amendments to make the Code mandatory; adopted amendments to MARPOL related to tanks for oil residues; designated an extension to the Great Barrier Reef and Torres Strait Particularly Sensitive Sea Area (PSSA); and “furthered its work on implementation of air pollution and energy efficiency measures” as well as on the Ballast Water Management Convention.”
