Trump unhappiness with COVID relief was expressed in an online video posting and led to delay in signing WRDA into law as part of omnibus appropriations measure,

A piece of legislation seen as of vital importance by the inland waterways industry, the Water Resources Development Act of 2020 (WRDA) was signed into law Sunday as part of an omnibus spending measure: H.R. 133, an Act making consolidated appropriations for the fiscal year ending September 30, 2021, providing coronavirus emergency response and relief, and for other purposes.

The WRDA is among those “other purposes” and for several days its signing was held up as part of a difference of opinion between the President and the Congress over the amount of payments under the coronavirus relief aspects of the package. Whether Congress will now agree changes to coronavirus relief measures remains unclear. However, the WRDA is now law.
