GENERAL JOB DESCRIPTION:
Port Captain for HMS: Assist Director of Marine Operations to oversee Tug Operations for all HMS Companies. Conduct Tug Inspections, attend SIRE inspections, and conduct evaluations of Deck Officers via direct observations on board. Develop marine operations and cost control programs for vessels. Assist with training and evaluation of marine personnel. Assist in new project development, interfacing with customers, etc. Will report directly to the Director of Marine Operations and produce weekly Operations Reports.

REPRESENTATIVE DUTIES:

Conduct Management Vessel Inspections.

Assist in SIRE inspections and scheduling of SIRE’s.

Ensuring that vessels are SIRE ready.

Recruitment, training & evaluating marine personnel.

Develop and administer operating & cost control procedures on company vessels.

Assist in new project development.

Interface with customers on an ongoing basis.

Operate company vessels as Captain if directed by President, Vice President, or Director of Marine Operations.

PERFORMANCE MEASUREMENTS:

Accident & Spill Free Operations.

Prompt and correct response to operating situations.

Training, professional skill development of marine personnel.

Safety record of vessels and crew.

Performance reviews of marine personnel.

Development of company operating procedures and acceptance by vetters.

SKILLS AND ABILITIES:

Five years experience as a Tug Captain.

Captains license on offshore towboats is preferred.

Extensive knowledge of tugboat & oil transportation industry.

Knowledge of tug and barge maintenance systems and equipment.

Ability to deal with others using courtesy, tact, and good judgment.

Maintain the confidentiality of all sensitive communications.

Ability to understand and execute complex oral and written instructions.

Ability to work independently with minimal or no guidance.

Ability to get along with office staff and vessel crew members.

Must be physically fit enough to board barges and tugs at sea and in port.

Willing to travel to the out ports.

Typing: 40 wpm

Computer Skills: Word and Excel

KNOWLEDGE OF:

Must be able to read, speak, write, type and understand English in person and over the phone.

Must be thoroughly familiar with tank barge, ship and terminal/refinery operations.

SPECIALIZED SKILLS REQUIRED:

Captains license on offshore towboats 200T Minimum/Master of Towing Endorsement.

Valid Washington State Drivers license.

Ability to get along with office staff and vessel crew members.

Must be physically fit enough to board barges and tugs at sea and in port.

Able and willing to travel.

JOB CONDITIONS AND ENVIRONMENT:

Normal office hours are 8:00 a.m. to 5:00 p.m. Monday through Friday.

Take communications 24 hours a day, including weekends.

Capable of making decisions and giving directions to facilitate prompt service delivery.

Frequently required to board tugs, barges, and ships, at dock or at anchor in all weather conditions and at all hours.

WORK EXPERIENCE:

5 years at sea as Master on tugboats.

EDUCATION/TRAINING:

Four year college education in Maritime or related studies or equivalent experience.

Perform inspections of vessels on repair & maintenance standards and procedures.

Valid US Coast Guard Masters license. 200 Ton minimum/Master of Towing Endorsement.

HAZWOPER (including Incident Command System) training within 90 days of being hired.

First Aid training.

CPR training.

OTHER DUTIES:

Perform any other related duties as assigned.

Perform in the company Spill Management team as assigned.
