The challenges and opportunities have never been greater for the coastal tug and barge industry. Among the industrys challenges are the mandatory phaseout of single-hull tank barges imposed by the Oil Pollution Act of 1990, the specter of criminal liability due to an environmental disaster and the burden of the new security rules, imposed under the Maritime Transportation Security Act.
