June 15, 2007 Venezuela downplays Russian submarine purchase reports Venezuela's Defense Minister General Raul Isaias Baduel today downplayed reports that Venezuela is planning the purchase of Russian submarines. On the sub purchase, Baduel said: "I am not confirming it, but I have said that the new work methodology of our institution is aimed at a permanent vigilance on those threats from the supreme interests. However, the government is not planning at this moment to purchase these systems." Baduel said it should be noted that these systems (presumably meaning the submarines) have not been conceived for offensive but for defensive purposes, adding: "It is a sovereign right."
