July 20, 2007 Container scan requirement agreed According to an AP report, House and Senate negotiators have agreed that a provision that all containers be scanned before leaving foreign ports be included in a bill that implements the 9/11 Commission requirements. The radiation scanning provision was included in the House version of the bill, but was defeated in the Senate. It is opposed by the administration. Now, House and Senate Democrats have pushed through a version of the requirement that allows a five-year window for the scanning requirement to be put in place and gives the Secretary of Homeland Security authority to allow exceptions.
