VT Halter lands $199 million Navy contract

The Navy has awarded VT Halter Marine, Inc., Pascagoula, Miss., a $199,173,420 firm-fixed price modification to previously awarded contract N00024-06-C-2215, for Phase II detail design and construction of the T-AGM(R) Cobra Judy Replacement Ship.

Work will be performed in Pascagoula, Miss., and is expected to completed by June 2010.Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

T-AGM (R) will be the support platform for the Cobra Judy Replacement (CJR) program. CJR is a deployed shipboard radar system designed to collect high fidelity radar data in support of treaty monitoring obligations and U.S. missile defense system testing. CJR is the functional and operational replacement for the current COBRA JUDY system and the USNS Observation Island hull, which has reached the end of its service life.

"This is an important ship that will service a major transition which will significantly upgrade AmericaÕs missile defense capability," noted Senator Trent Lott (R.Miss). "To support this critical mission, the Navy has chosen MississippiÕs skilled shipbuilding workers for execution of this contract, again demonstrating its confidence in our shipyards and affirming the dramatic progress Mississippi has made in our Hurricane Katrina recovery."

The vessel will be capable of using all current T-AGM 23 "Observation Island" facilities and ports. It will be capable of performing its mission in waves as high as 13-feet, and surviving in wave heights as high as 26-feet. T-AGM(R) will carry up to 88 crew members.

The T-AGM(R) mono-hull vessel is being designed in partnership with AMSEC. The design represents the development of a new ship using the existing AMSEC T-AGS 39 design. Construction of 163m x 27m x 16m T-AGM(R) is scheduled begin in 2008, with delivery planned in the first half of 2010.

"The designers and engineers from our M. Rosenblatt & Son organization and logisticians from AMSEC LLC formed a strong partnership with VT Halter Marine during the development of the award-winning T-AGM(R) design. The construction contract is a great example of how much can be accomplished when a strong team brings their best to the table," said Harris Loenard, VP Logistics and Engineering Services, AMSEC LLC.
