USCG enforcement of MARPOL Annex I
The Paris and Tokyo MOU's are about to start concentrated crackdowns on MARPOL Annex I violations.
They might take a leaf from the U.S. Coast Guard book on this one. It is pretty good at finding "magic pipes" used to illegally bypass oily water separators and at detecting when Oil Record Books are, indeed, "Fairy Tale Books."
The Coast Guard recently issued a Policy Letter advising port state control officers regarding how they should conduct port state control examinations to enforce MARPOL Annex I.
It includes guidance on what port state control officers should look for and how to conduct various tests.
