Hollings introduces MTSA 2004
Senator Ernest Hollings (D-S.C.) introduced the Maritime Security Act of 2004 on April 1 and you can check out the text here.
Among other things, the Act would make make vessels subject to forfeiture to recover any civil penalty assessed under the Act or any costs reimbursable under the Act--which would include things such as costs of detaining the crew.
The Act would set up a Port Security Capital Fund and would set up a system for collecting various port security fees.
