USCG issues ballast water management NVIC

On June 14, the Coast Guard published a final rule, effective August 13, 2004, setting penalties of up to $27,500 a day for failure to submit a ballast water management (BWM) report.

Now the agency has issued a Navigation and Vessel Inspection Circular (NVIC07-04) giving guidance on compliance with and enforcement of the ballast water management program
