February 14, 2003 Title XI: The ax falls When Congress finally got through with the massive Omnibus Appropriations Bill for FY 2003 no fairy godmothers had waved wands over the Title XI ship mortgage guarantee program. Just $4.1 million was appropriated for administration of the program. That leaves the Title XI cupboard bare, unless a Congressional miracle occurs--such as someone sneakily slipping a little Title XI money into any defense-related supplemental spending bills that come up. Failure to fund the program in FY 2003 will make it that much harder for the its friends to secure funding for FY 2004.
