April 23 2003 Regal Empress detention As of yesterday, the cruise ship Regal Empress remained under arrest in Port Manatee, Florida. Fort Lauderdale based Motor Services Hugo Stamp (MSHS) says it obtained a court order on Friday to detain the ship "with respect to open and undisputed invoices for services rendered." MSHS says it was willing to accept a bond or payment guarantee in order for the vessel to sail that same day. "Unfortunately the vessel's owners could not make those arrangements and the vessel missed her scheduled Friday evening departure." MSHS says it "remains prepared to release the vessel immediately upon receiving payment or suitable assurances of payment. Owners' counsel have advised MSHS that solutions are being discussed but, as of 14.00 PM 4/22/03 nothing further has been offered and the vessel remains under arrest at Port Manatee."
