California issues terminal security regulations
California's State Lands Commission has issued Emergency Physical Security Regulations for Marine Oil Terminals. These regulations provide for a minimum level of physical security at California's marine oil terminals. They have been adopted by the Commission and were filed with the Secretary of State on March 7, 2002. Terminal operators have 60 days from that date to carry out a required security assessment of facilities and complete a Marine Oil Terminal Security Plan.
